About Kappa

Kappa Technology Consulting is an independent specialist consultancy focused on modern transport infrastructure, intelligent systems and digital enforcement. We support clients in designing and delivering projects that are technically robust, financially sound and implementable in practice.

Our work spans road user charging, weigh-in-motion, axle load control, ITS architecture and related advisory services. We bring together engineering depth, strategic understanding and hands-on experience with IFI-financed operations.

Leadership

Baki Kuran – Managing Director

Baki Kuran is an engineer and consultant specialising in intelligent transport systems, road user charging, tolling, axle load control and digital enforcement. He has led assignments across multiple regions, including Africa, Central Asia and Eastern Europe, often working with the World Bank, ADB and other financiers.

His background combines engineering, optimisation and applied data-driven methods, enabling him to bridge the gap between strategy, technology and implementation.
